Officer Todd Rich joined the Black Butte Ranch Police in June of 2021, after a 21-year career at the Scituate Rhode Island Police Department. While at the Scituate Police Department he was involved with the Department's Explorer program, Honor Guard, Union Executive Board, Citizens Police Academy, Field Training Evaluation Program, and instructed several topics at his own department, and at the Rhode Island Municipal Police Training Academy. While at the Scituate Police Department, Todd held the ranks of Patrolman, Sergeant, Lieutenant, and finally, Deputy Chief before retiring and moving to Central Oregon with his family in 2020.
