Carlos Rivera was born in Texas and in 1962 went
to Washington, D. C., to begin his government service. He
started by working for Senator Wayne Morse of Oregon. He spent
many years working in the Executive Branch of government for
President Johnson. He came to Oregon in 1969 and received
several appointments to state boards and commissions from Governor
Tom McCall to Governor John Kitzhaber. He was an
Administrative Assistant to the Speaker of the Oregon House.
He retired from the Portland Public Schools working with Migrant
students and their families. This developed a close working
relationship with the Portland Police Bureau. Mr. Rivera was
appointed to the Portland Police Bureau's Chief's Forum by Mayor
Vera Katz. He served 12 years in this position. He was a
member of the Hispanic Crisis Response Team; the Hispanic Advisory
Council and the Bureau's Awards Committee. Mr. Rivera was a
founder of the Portland Police Foundation. Mr.
Rivera is also one of the founders of the Portland-Guadalajara
Sister City Association. Mr. Rivera is married to Lisa
Andrus-Rivera and has 3 children and 6 grand-children. Mr. and
Mrs. Rivera reside in Portland and have a home in East Meadow.
